From the pictures, the lesions don't seem to suggest Reiter's disease. They seem to be just dermatitis. Application of cortisone and neosporin cream on the lesions for ten days will resolve the lesions.
Regarding your other complaints, the triad of urethritis, eye complaints and complaints of pain in joints could be suggestive of Reiter's disease. But the lesions on the penis are not a part of it.

Is there a possibility that these could be a type of genetal warts and if so could I make things worse by applying these creams?

These creams wouldn't make things worse even if they were genital warts.
