a few months back, small bumps on head of penis appeared and mostly just show up when erect and very noticable during and after.

I can understand your concern.
It seems to be an allergic contact dermatitis. It could be secondary to use of a condom or some lubrication cream etc.
I would recommend application of cortisone cream mixed with mupirocin cream twice a day for a week.
