I would like to know if he has applied any lotion or cream following which he has got this rash?
Is it itchy ? Were there fluid filled blisters clustering together?

He has not applied any cream or anything.
It is itchy. Especially, when he has perspiration, it gets more itchy. There is no blisters with liquid. When I touch the rash, it is super try.

You seem to be having a condition known as pityriasis rubra pilaris. Its a condition which is referred to as papulosquamous condition characterised by reddish irange scaling patches with keratotic papules.
The other possible diagnosis is a heat rash or irritant contact dermatitis.
I would recommend application of cortisone lotion twice a day. I would also suggest that you visit your dermatologist who can examine you thoroughly and confirm the diagnosis and treat accordingly.
