I can understand your concern. I reviewed the pictures.
You seem to be having contact dermatitis which could be due to an external factor like underwear or lubricant or condom used.
I would recommend application of cortisone cream twice a day for two weeks. In case of itching you can take an anti histamine like claritin daily at night.
That should help resolve the condition.

Do you think frequent masturbation can be a reason for that condition?and just wana make sure if this is not any STD .and I don't feel any itch on the surface

It doesn't seem to be a STD.
Frequent masturbation if done vigorously leads to friction and can lead to this kind of concern.
I would recommend an application of the cream I suggested and then see after a week. If still there is no improvement it would be best to consult your dermatologist.
