Resolved question:
About two months ago I developed this dry like rash beneath the head of my penis. It was painful to extend the head and painful during erection. I believed it was blanitis so I treated with female ectopic monistat cream and it healed but there are still some evidence of it. Is this something else.

You seem to be having a lot of dry skin. It could be due to an allergy or an eczema with associated yeast infection.
I would recommend an application of cortisone cream mixed with clotrimazole cream twice a day for two weeks.
The allergy could be due to a condom that you might be using. The cortisone cream would take care of any allergy that might be present.
