Justification to prescribe Timazol or Carbimazole pill when TSH is high

Resolved question:
Hi, are there any justifications to prescribe Timazol or Carbimazole pills (treatment for HYPERThyroidism) when:

- TSH level is high (between 4.2 to 8.9 in last 18 months, 7.5 today) (indicating HYPOthyroidism)
- FT4 level is normal (1.3)

I am worried a friend (44 years old, 80 Kg, getting fat) was given the wrong treatment in last 18 months.
