Resolved question:
I am 30 year old man. Some sort of odd growth on base of penis. Have had for very long time 10+ years. No other symptoms. Growths are inert.

From the picture, they seem to be genital warts. The other possible diagnosis is seborrheic keratosis which is like extra dead skin and is not infectious.
The best treatment for it would be to get them removed by your dermatologist. He could either freeze them or burn them off.
That will resolve the lesions.
