What is the vaccination status of your dog? If he is vaccinated then there is nothing to worry about.
However the area does look inflamed, but not infected yet.
Prophylactially you can apply Mupirocin ointment on the affected spot, and that will prevent any bacterial infection. But as of now, there is no infection.
