Resolved question:
Husband has a small hard red bump on his leg, has been there several weeks. Looked like a scab, he scratched it off, but it didn't clear up. Under magnification it is dark red and crusty, with a slight red ring around it. Its only 1/16th of an inch in diameter.

I would give a possible diagnosis of a melanoma. However it could be an infected ingrown hair.
I recommend that you visit your dermatologist who can do a dermatoscopy and rule out the presence or absence of a melanoma and treat it accordingly.
For the time being you can apply Mupirocin cream twice a day for a week.
