Resolved question:
for the last week or so I've had a uncomfortable feeling on/in my penis area. Sometimes it is a dull pain. Other times it feels like it is "raw" it's a LITTLE red sometimes also. My doctor took a urine sample and said the was a sign of infection and put me on cipro for ten days. I'm not a doctor but I'd bet I didn't have a infection. 3 minutes before the doctor saw me nurse tells me urine was normal But anyway , what do you think could possibly cause my syptoms? I've been checked for STD and I don't have any.

You seem to be having local infection. You should take t. Fluconazole 150 mg once daily for 5 days and apply antifungal cream locally twice daily for 3 weeks under the care of your doctor.
