I have multiple insect bites and my right arm is swollen, red, itchy, bumpy and burning. I've used over the counter cortisone, but my skin is not getting better.

I understand your concern.
Yes you seem to have devloped an allergic reaction to the insect bites. Is there any fever? This is to rule out a super added bacterial infection.
I will advise the following medicines :
1) Tab. Claritin 10 mg once daily at bed time for 3 days.
2) Apply Calamine Lotion 3-4 times daily on the allergic spots.
Continue this treatment for 3 days and update me on your symptoms.
