Unfortunately, there are no such penile machines or pumps which can be implanted.
4 inch is not abnormal, in fact 4-7 inches is considered normal. Even 4 inch is sufficient to satisfy a woman, since their sensation lasts only on the outer 2.5 cms of her vagina. Size gives more of a psychological satisfaction.
You can try the jelqing method, videos are available on youtube, and this helps in gaining up to 1 extra inch, by loosening the ligaments therefore allowing more blood supply.

But jelqing is known to improve the size, and hence you can try that method.
