Hello,
Thank you for your query at DoctorSpring.com
I understand your concern.
Diabetic patients are prone too fungal infection, so as you mentioned it is whitish and there is infection, it seems to be candidal balanitis.
You need to apply Clotrimazole ointment for the same at least twice daily for 2 weeks.
It is better you get it physically examined by an urologist, because if the skin is too tight, he can decide whether circumcision will be a good option for you. Excessively tight skin causes accumulation of smegma, leading too more infections.
Regards.

You need to ensure your sugar levels are fine. otherwise this won't get better.
Also, Clotrimazole ointment twice daily will help in healing of this.
If it does not get better, oral antifungal tablets can be tried.

Hello,
I asked you to get Clotrimazole ointment, please read the post carefully.
Clotrimazole can be bought over the counter.
If it does not help, then you can buy Tab. Diflucan 100 mg once daily for a week.
Regards.
