Resolved question:
last night i noticed that my penis looked a little scaley and dry last night. it does not itch, burn, feel inflammed or anything but i put vaseline on it last night and some lotion today. Its all smooth, when i touch it it smooth, doesnt feel like anything or shape. only looks like this (see photo) I just wanted to be certain and get a professional's opinion. I will say that I had unprotected sex with my girlfriend a 1.5 days ago and she had literally just finished her cycle and she was a little dry while having sex....dont know if that would cause a slight rash that doesnt itch or anything.

This is frictional dermatitis that you are experiencing.
I would recommend application of cortisone cream to resolve it. Also application of a moisturizing cream will be helpful.
