As of last night I have had a strong pain at the base of my penis around the larger vein and it hurts to touch but not to urinate

Did the pain start after intercourse?
If it happened after intercourse then did you hear any pop sound.
I shall also be interested to know whether there is any bluish discoloration at the site of pain.
