am having a dry type white cream on my penis almost everyday and sometimes a bit itchy below the penis head. is it fungal infection. there are no scars or any signs. please advise

It looks all Normal.. its that if i dont wash for a day, somethng like white patch develops and i have to clean it off. when it develops i get itchy feeling on my penis.

Yes, it could be a fungal infection, but it does not really come and go.
You have to get it examined by a dermatologist for the right diagnosis.
Also, it may be smegma, which is a cheesy secretion, that develops on uncircumcised penis.
In absence of a picture, these are the couple of possibilities. You should definitely get it examined before starting treatment.
