It looks absolutely normal. Post circumcision some people develop some whitish bumps near the skin where it was circumcised, those are just enlarged glands, and it is absolutely normal. The skin changes are expected. It can be become much softer. Also since it was circumcised at that spot, it will be very sensitive for the rest of your life.
