It looks that you are suffering from flat feet. Flat feet does have impact on whole bio mechanics of lower limb. Due to flat feet there is decrease in gripping power of lower limb.This is a reason that you can not walk faster.The present treatment for this is conservative for mild to moderate cases ,where you may use -
-Medial arch support, these can be taken from a medical store.
-Exercises to strengthen muscles of planter aspect of foot.
In severe cases surgery is required where orthopaedic surgeon may do soft tissue or bony procedure to correct this deformity.

As u have seen in pic I attached my leg is abnormal my lower part below knee is outward can it be corrected after surgery .
