Usually such symptoms are experienced when there is a very small stone or concretion in the lower end of ureter. The stone keeps on giving sensation that something needs to come out and patient keeps getting a feeling as if he or she needs to go to urinate but nothing much comes out.

You should get investigated with ultrasound KUB and then get back to me. Hope this helps, please feel free to discuss further.
