What is the duration of this swelling? Small swelling can be nonspecific, can be related to some minor infection or it can originate from minor salivary gland. If is from less than two weeks we can treat conservatively with medicine but if the duration is longer then we can plan for excision biopsy to get a definitive diagnosis.
